Breaking locks of somebody's property & putting own locks on it

If a person breaks the locks of somebody's shops being lying vacant & put his locks on it, & start claiming these shops as his property(in his possession), what is the suggested course of action.. plz advice..

File a case of burglary, theft and trespass against him.

Police Complaint / criminal action is must if within 60 days.
Otherwise u hv to get possession filing Civil suit.

It depends upon the period he is in possession.
Long period of possession will involve civil litigation, title of property to be proved,

thanks to all..!!
but police is not taking any action against them, despite we have got all the proofs of our ownership. Police is saying it is a civil case, as broken locks have not been recoverd.

You can not only file a civil suit but also a criminal case by filing a criminal complaint before the judicial magistrate under section 156 (3) criminal procedure code.
