About ownership of dohli land

1 acre agri. land given to pandit by our ancestors in haryana. In Govt. record we are land owner and pandit's family is dohlidar.Pandit's family filed court case in oct. 2012 for becoming owner as per haryana gov. dohlidar act .I heard from somebody that this act was applicable for some time period & after that land owner will be full owner and dohlidar will be thrown out.
Pandit's Family left our village and settled in another village 40-50 years ago. They never cultivated the land And now they want to sell the land for money.
So please tell me that who will be land owner legally pandit's family or us.

Sandeep! How shall you prove that dohlidar is not in possession of the land since last 40-59 years as you claimed here? If Khasra Girdawari is going on the name of dohlidar and you didn't try to get the revenue record correced, it shall be presumed that dohlidar is in possession and therefore he shall be beneficiary of such entry in the record.
