From small offence all serious ones emerge. first man insults then intimidation starts then attempts on person result. in this way all smaller causes give rise to bigger crimes. if all offences are made non-bailable but noncognizable and the upper limit is made life imprisonment and the lower as OR FINE and all offences are triable by experienced judges with at least 10 years experience can we expect better criminal justice and law and order situation?

What Kiran suggests is correct, but ur queries are more in nature of philosphy which cannot be answered here, I further suggest you join some philosphical or religious institution, you may get ur answers

There are exceptions friend. Misappropriation, fruad, cheating. property offences and whitecollar crimes. Now what is an offence. An Act or omission (IPC).For al act there is preperation and execution. Your observation in general that "From small offence all serious ones emerge. first man insults then intimidation starts then attempts on person result. in this way all smaller causes give rise to bigger crimes" is wrong.In all offences this is applicable.

if a small offence is comited thn there is no right for other to take advantage for commiting offence same or major.

As a retired Supreme Court Judge once said, "If U reduce the police force to half, the crime in the society also will reduce to half".
The suggestion made by Mr. Maiti will empower Police to misuse this way of criminal administration to earn more bribe as well as corrupt the society to an extent that we all have to go back to stone-age again.

Dear Mr. Siva,
my suggestion was offences would be noncog. and triable by very experienced judges. the entire liability of discovring the truth should be on the judges as they are trained by state along with lawyers only to discern truth amongst falsehood. the role of police would be minimized.
