Rejection in anticipatory bail

if there is no arrest warrant issused and a person seeks for anticipatory bail, does the judge have power to rejected the anticipatory bail and give order for arrest

Thank you so much, it's an FIR that has been
issused to spoil the nature of my job as well as
name in the market, therefore to safeguard
the respect I went in for anticipatory bail &
mean while removed ways in which I could prove
myself not guilty. But the day I was able to get
the confirmation that they would be no arrest
as now the police understands with the investigation
that it was a game to spoil ones name& in evening
I get to know my bail is rejected, so I was scared
was this a game to trap me or etc.
Also please let me know, that since the bail didn't
go through do I get my refund back from the court?

J cannot give order for arrest.
ABA pre requisition (majority of cases) is FIR.
