i wanted to buy a flat at vasai west a residential apartment.
so what are the doc to be verify before buying the property?

Who had obstructed you to post these facts initially? Why do you waste time of yourself as well as of experts if you are not capable to give words to your questions?
Anyway, share certificate of the seller, his valid title deed, clearance of all dues like electricity, municipal taxes, sewerage taxes, house taxes etc., an NOC of the society.
It shall be better to engage the service of a local lawyer and obtain a detailed title deed prior to going ahead on the proposal to purchase a particular property.

Ask for first sale deed then all subsequent sale deeds.Check with CHS. about dues and arrears and share certificates.Also check at sub-registration office since inception about the encumbrances,if any.Get satisfied about any dispute of ownership is not there.
Be prudent and willing to cough out a little more to get it checked by a lawyer dealing property matters.

EC encumbrance certificate will give the complete details the chain of dealing of the property and you said flat means new or old
new means the land sale deed and if development means property development agreement with landlord
if old flat means EC will give complete picture of past dealings and do accordingly as said by Mr.Raj Kumar Makkad and Mr.Prabhakar singh
