Adivasi land

If a Adivasi is owning a land in Non forest zone in Maharashtra without any reservation, is he permitted to construct a legal building on his own land with saleable builtup area or handover development rights to another builder.

adivasi land cannot be sold to non adivasi. development rights cannot be given to builder

My query is not about sale of land. Is he permitted to do legal construction of building on that land himself, by taking permission and sanctioned plans from govt. body. Thanks in advance.

he cant sell to non adivasi flats in building . you would need prior permission of collector

Such Adivasi can definitely construct over his land after getting due permission.
