Building plan approval of properties where immovable properties are pending in high court

(Querist) 13 July 2013 This query is : Resolved 
we have filed maintenance suit in 1977 and is decreed in my favour. afterwards i filed partition suit and got judgement in my favour. now, the suit is pending in high court. please let me know the rules and regulations on

1. building plan approvals can be sanctioned on the properties pending in high court partition suit by municipal office.

2. whether fresh electricity connection can be given by transco on properties pending in high court.

3. whether fresh landline phone connection can be given by telephone department on the building properties pending in high court.

4. please inform whether sub registrar can reject registration as the building is pending under injunction in the high court.

5. procedure for intimating sub registrar not to register properties which are pending in high court.

6. shop given on rent is not paid. procedure for making the tenant to vacate.

1. - Approval is sought by which party. Is there any stay by high Court for construction or such activity.

2,3. - If no stay granted even tenants can apply for electricity telephone connection.

4. Yes he can reject.
