House to build on 1st floor

Dear sir
my mother having a house 40/40 built up house.it has been maid will for 3childrens,now my brother wants to build 2bed room house on 1st floor of the house,my mother is also agreed for that,wil the ground floor wil effect in feature.weather the will which has been done joint will have have its own power in feature.kindly suggest.
