Sir,
Let me be brief:
(i) I am Associate Professor in Economics at Government Girls' PG College, Ghazipur, Uttar Pradesh. By virtue of seniority, I am officiating Principal of this college since 5th August 2012.
(ii) I satisfy all eligibility conditions as required by the UGC to become PG College Principal. The UP Government could not post any full fledged Principal after due selection.
(iv) I am awaiting my selection in the next departmental selection.
(v) I have an out standing achievement in terms of stramlining the admission, teaching, learning and student support systems.
(vi) Ever since, I took over some SC /ST lecturers started levelling concocted charges of exploitation against me. They wrote to the SC/ST Commission and also represented to the Director and Secretary of Higher Education Uttar Pradesh.
(v) As the charges were baseless, after a query from the Director, I gave my opinion and recommended their transfer for smooth functioning of the college in May 2013.
(vi) The government did not transfer them as perhaps they could put political pressure from the SC / ST association on the government.
(vii) I had to undergo a fatal attack on me on 15th August 2013 due to some conspiracy as hatched by the SC/ST lecturers and some others who were jealous of my performance in the college.
(viii) Later the one man departmental enquiry commitee came on 24th August and it could not find any charge levelled by them to be true against me. But it recommended transfer of SC/ST lecturers, and of mine too.
(ix) The LIU report of the district implicated the SC/ST lecturers and two other lecturers who were party to the conspiracy.
(x) I have expressed my desire to be transferred to Lucknow or near by places as only two years of my retirement are left. Alternatively, I should be continued as even after two months the government could not transfer the assailants or the conspirators.
(xi) Now, there is rumour that I am being transferred to Bisauli in the District of Badaun which is in utter disregard of my request for LUCKNOW. Already, there are vacancy of Lecturers in Economics at Mahmoodabad and Hardoi (in Economics) of which I belong whereas the culprits are being accommodated in the district of Ghazipur only.
(xii) Can I move the High Court fot relief in terms of stay at Ghazipur for the sake of transfer to Lucknow or nearby?

Transfer at the desired place is not a right of an employee. You should go through the transfer policy of State and if there is a term that the transfer before 2 years of retirement of the employee shall be made at the desired place only then you can agitate before high court otherwise it shall prove to be a futile exercise.
