What is navin sharta land? riskt involved to purchase the land?

i would like to know in detail what is the exact meaning of "NAVIN SHARTA LAND" any of the member of this forum please may come forward to elaborate the same.
what risk involved to purchase that land, if have purchased, how to protect oneself to avoid future uncertainty.

NAVIN SHARTA LAND means 'Bhogwata number .2' "Juniya Sharti Nusar" is written that is old restrictions which have to comply to possess or transfer a land now the old restrictions are changed and new restrictions are implemented and in place so it is "navin shart". as per the new restrictions to convert the land , you need to pay the govt. tax and get permission.
Only after going through the Navin Shart one can advise whether the same can be removed from the land records or not.
If the seller is taking the responsibility to get it removed then get it removed from him and only thereafter you execute an Agreement for sale of the agriculture land with him. Also execute an Indemnity Bond with the Seller in respect of the said agricultural land.
