There is a sort of chaos in our surrounding colonies. About 91Acres was land entrusted to a society 4 decades ago. They managed sale deeds for total extent of land equaling 130 acres. Multiple registrations for some lands is the phenomenon here. Aggrieved parties are fighting in the courts. Political involvement created worsened the situation. Out of court settlements and coercions take care of interest of the powerful (money and muscle). Many have given up the battle out of fear and come to terms with such atrocities.
In the 1980s Gram Panchayat was functional. Urban Developmend Authority had drafted a layout earmarking residential plots and public amenities like parks and play grounds. Metropolitan authority took over Urban Development. Municipal council took over Gram Panchayats.
Now, parks are being encroached. High rising buildings are coming up at a rampant pace.
I filed an RTI to seek the layout available with MDA. They gave one which is last approved in 1997, but, it is only a grid map with roads. No parks and play grounds.
I filed an RTI with the state information commission, state legislature, regional municipal council, town planning department to obtain a layout that shows the public amenities.
The municipality writes to me that they do not have such records. I wonder on what basis they are sanctioning construction of apartments. Every builder has a way to produce link documents and get LRS done according to his needs. The other recipients of the RTI applications have written to the municipality with a Copy to me seeking immediate action on the application.
This is a case of gross negligence by municipality.
Now, my question is which is that authority that can pitch in and set right things and do justice?
It is ridiculous to note that an entire residential area sans a master plan from municipality.
