I would like to know the following:
as per the above,does a person who has signed letters in English compulsorily have to sign his name in Devnagiri on Hindi documents/letters?

In the organization where I work, all official letters have to be in Hindi and English. I am asked to sign letters/documents in Hindi whenever the letter has been translated. Since I am not proficient in Hindi, my 'signature' changes each time (even my name in Hindi is spelled differently ). So what is the legal status as far as dual language signatures?

If official letter is sent within or outside the organisation in Hindi version, you have to sign essentially in Hindi. If only English version is sent, you can sign in English or in Hindi even, as you may like.

If you practice a bit, your signatures in Hindi would not differ. One has to abide by the policy of the Institution.

There are no hard and fast rules. It is more a question of propriety.
