If at all u need an answer to your query, u have to come up with clear requirements. Other wise ,it will be like moving in darkness in search of treasure!
U have to specify the type of hotel, restaurant,market place fast food joint, resort or star hotels, u are trying to start.
State and location of the venture is important to know , so that one can advise u on applicable local/ state registrations.
Besides,projected volume of business and proposed capital investment for the project and tie-ups with established chain of hotels will also make the horizon clear for a Consultant to give right advice.

Incomplete informations and vague query.
Generally (including the state of Bihar) a hotelier should have a proper licence from local (police as well municipal) and town planning authorities, fire clearance certificate, airport authorities clearance certificate amongst others.Besides, this TIN, ST No., PAN, ESIC and PF registration numbers are also required. It is being run/managed by a proprietor or partnership then accordingly its registration with Registrar of Societies.
There is a long list of legal/formal requirements. Consult a local existing hotelier's lawyer/counsel/CA.
