U are saying a govt employee,he must be getting pension from the govt and his current address would certainly be available with the pension disbursing dept.Change of name does not have much of an impact.

Wife should try to get court orders to Pension Paying Branch / disbursing Office to deduct the maintenance amount and remit to wife.

Since he is a pensioner, the address will be available with the pension payment authority. Summons can be sent to this address.

It is not possible that she kept quite for all 5 years, there are possibilities to get his address, try to get it through his previous employer.
