delay development of land

Dear sir,
I had purchased a land in 2011 . In 2012 I had given it for development. For this Builder has taken registered irrevocable power of attorney (without any considerations) and notrirised the development agreement. Now the problem is as follow:
1) he has just completed 30 percent work till now. ( where as in agreement he has mentioned that he will complete the project in 24 mont)
2) he is doing completely illegal construction. (No n.a from collector, no proper permission).The result of this is no bank is giving loan on this project.
3) he has done registered sale agreement to one of his client. ( I have the document) without any appropriate paper.
Now I have following questions.
1) how should I come out of this mess.
2) how I can get power attorney and development agreement get canceled.
3)what will happen to buyer who had taken the flat in project.
4) what will happen to construction builder has done on my plot till today.
5) can I get my plot back from this builder.
Pl reply in detail . Bcz your suggestion at this stage is very valuable for me.

Show all documents to a local lawyer, move for taking stay on illegal construction and for cancellation of the agreement / POA as per terms or otherwise.

Issue legal notice to the builder for termination of attorney, follow it up with a declaratory and injunction suit.
