location and duration of counter complaint to be filed

A case has been registered before 7months at another state,just i came yo know about the case.. So kindly suggest where ld i go for counter complaint and whether i ll b able to register counter complaint as it is already 7months gone but i have clear evidence against harassment

Complaint lie on the basis of complaint. So based on incident which occurred 7 months beofre you can file case now.
But it appears you want to file case without any basis.

you are supposed to give full details of the case like Who are the parties, what is the case and which provisions of law, without the details it is not wise to suggest. So pls provide the total details.
