Regarding name change in official documents

Respected sir/Madam,
A year ago I changed my name by adding middle name and last name to my first name for Applying passport Since, while making passports they suggested to add surname/last names. For that I contacted a local notary lawyer who told me to apply for affidavit of name change. As he suggested I did affidavit and also published in one local and one English news papers. After that I did my passport,PAN card with new name by providing affidavit and paper publication. All of my educational certificates, aadhar card, voter ID which I got have only my first name as I got those before name changing process. After getting job, company HR told it's not possible use the new name to record as they going to consider it from my marks cards. So, they recorded my first name only. So, Im having query about is it possible to make changes in marks card? If possible how much time it takes? And also I got know to about Gazette certification. Is it different from affidavit? Or same?
I just thought that it's better to solve it now if possible, rather than facing problems in future.
So, kindly requesting you to provide your suggestions on this.

up to Affidavit and paper publication you've followed some procedure. Did you give paper publication in two news papers one in local language and the other in English? After that carrying these two, i.e. you mist go the Govt press. There you submit affidavit, News PAPERS, ADDRESS PROOF, pAN cARD ETC. tHEY WILL ask YOU TO WAIT UNTIL THEY POST YOUR NAME CHANGE IN oFFICIAL GAZETE NOTIFICATION.After wAITING FOR SOME DAYS YOU WILL RECEIVE IN POST YOUR OFFICIAL GAZETTE NOTIFICATION. WITH CHANGE OF NAME FROM OLD TO NEW. nOW YOU CAN GO TO ssc/10TH CLASS ETC BOARD, pan card, /aadhar card etc make rounds to get your name changed to new. This will take one month. Upto Official GAZETTE NOTIFICATION IT TAKES ONE MONTH, iN A TOTAL TIME PERIOD OF 2 OR 3 MONTHS YOUR NEW NAME WILL BE REFLECTED IN ALL YOUR SSC CERTIFICATE AND OTHER OFFICIAL; Documents in place of your old name.

How to change your name legally in India? (3 easy steps:
I am a lawyer by profession, and have followed the below given procedure for changing my own name. Let me use my experience to help you to change your own name.
Follow the below given steps for changing your own name.
Step 1 – Affidavit
Go to you local Notary and make an affidavit regarding change of your name. You have to mention therein your specific reason for changing your name. For example, you may like to change your name after marriage (especially for women), due to astrological or numerological reasons or anything. Recently, one of my friends was going to start his own company who was locally famous in his nickname, and thus he changed his name from Rishabh Agarwal to Saurav Agarwal.
Note: Here is your sample name change affidavit for reference.
Tips: Make a few copies of your affidavit, and preserve the original one carefully. It’s better to scan it, and preserve its electronic copy on your external hard disk as well as on multiple computers.
This affidavit can be used for changing your first or last name and also using the same, you can completely change your name (both first and last name, for example from Rishabh Agarwal to Saurav Verma).
Step 2 – Newspaper Publication
I, Sri ___________________ (old name) have changed my name from __________________ (old name) to ______________ (new name) by affidavit sworn before the Notary Public, ______________ (place) on ___________ (date). Henceforth, I shall be known as _________________ (New Name) for all purposes. ______________ (Name) and _______________ (Complete postal address).
FULL SIGNATURE
Fill in the blanks with appropriate details and publish it in your local newspaper.
TIPS:
You can choose any 2 local newspapers for publishing it. (No need for FrontPage coverage). Although you need only once copy but its better to get ten copies of that newspaper in which your statement is published and preserve it carefully, because it’s now a lifetime issue. It’s better to preserve both the hard and scanned copies of the newspaper.
Step 3 – Gazette Notification
Now for getting your name published in the Official Gazette of your state, for example: “The Delhi Gazette”, you need to do the following things:
1. Visit your local Government Press or the department that mobilizes Gazette notification.
2. Get 2 copies of “Deed Changing Surname Form”. (Fill this form carefully as per the instructions provided therein)
3. If possible get the phone number, or the mobile number of the person of that department who can help you for Gazette Notification.
VERIFICATION
You need to send the following documents to the Secretary, Department of Commerce & Transport (Commerce), _________________ (State).
Letter to the Secretary, requesting him to allow you to change your name. (Click here to view sample letter)
The “Deed Changing Surname Form”
2 True copies of the newspapers in which your name change statement is published.
Attested copy of the Name Change Affidavit.
A print out of the statement in plain paper that you need to publish in your official Gazette. (Generally Same as your Newspaper Statement)
A Copy of your current identity like your Voter Identity Card, PAN Card, Birth Certificate, School or College Certificates and etc.
TIPS:
Get an A4 size envelope, put the above mentioned documents in it, and send it to the above Secretary, Department of Commerce & Transport (Commerce), _________________ (State).
Make copies of everything and preserve them both in hard and electronic formats, for future reference.

Within a week, after due verification, you will get a reply letter from Secretary, Department of Commerce & Transport (Commerce), _________________ (State). Click here to view sample reply letter that was sent to me.
Make a few copies of the reply letter and again visit the Govt. Press or the department that mobilizes Gazette Notification and follow the below given instructions.
Show them the reply letter, and they will match it with the order than they have received from the Secretariat (of your state).
Deposit the required amount for the publication. Here the amount depends on the kind of publication you want to go to (General and Extraordinary.). If you go for the extraordinary one, you can get the copies of the publication within a week or two.
NOTE
Once your statement is published in the official Gazette, you name change process comes to an end, and now you can enjoy your new name. Congrats!!!
In order that your SSC certificate or D?ate of Birth certificate your and other official documents you mentioned you'll've to make rounds to DEO SSC Board, Intermediate Board, University etc and also Income TAx Department for change in pan card name to new, your voter identity Aadhar card etc taking your official gazette and affidavits and News Papers etc. Entire procedure takes 3 months. Up to Gazette notification it takes only one month.

For change of name in educational mark sheet, contact the concerned institutions, get the procedure, complete the formalities and proceed.
Procedure / formality differ institution to institution. Generally the name can not be changed after some time.

Yes, one can change his/her name through the process mentioned.
However, the relevant question, in the light of the facts stated, whether the passport authority, or any public authority, is vested with the powers or jurisdiction insist that a citizen of this country should have the name in a particular manner and to make suggestions accordingly?
The answer cannot but be NO in the absence of any duly enacted Law. Every citizen entitled to have name of his choice and to change the same through the extant procedure.

Why MR.Venu Sir and Mr.Goel,.
Once your name change to new one is published in Official gazette with all the three documents as cited above Affidavit, News Papers, Official Gazette Notification copy you can easily get your name changed in Official documents also such as your Passport, Pan card, RATION CARD, DRIVING licence ETC.

Respected Sir/Madam, I'm just want to know about one more doubt I have. I have some people change their name according numerology/astrological beliefs. Are such cases are real? Does the law support such changes?
Because, my friend followed the same steps i have done. He too haven't done the Gazette Notifications. But, he did news paper publishing and got passport and pan card too with new name. He has only first name in his all school records and then changed name by adding surname then, got his passport and PAN. But, his parents who are believers of family astrologer suggesting change his name. That means he has old name in school documents(X) , got passport and pan card in later changed name(Y) and now he want to change to some (Z). It's too complicated I believe. I couldn't explain him about it. Is there any issues with this correction? Since he didn't change name in school documents( still X) and have passport in name of (Y). Want to change both to some astrologer suggested new name(Z).Can you please give some solutions to resolve this.
