How to File a PIL in Odisha High Court

Do I need to visit the Odisha High Court for it I can file it through Post. Do I need to hire a lawyer for it and appear before the court each time. I need to file a PIL pertaining to Public cause. The matter is not being heard by legislators and govt. machinery despite repeated representations.

Please give complete Step by Step detail as I am not a legal expert and I do not have sufficient fund to hire a Lawyer for that.

Be careful while filing PIL as High Court are now following the practice to slap heavy penalty for unnecessary and wrongful PIL.

Generally, no petition/application could be filed in the Courts by post. You may contact registry/PRO for guidance.
