Is collecting waste in own premises offence

Is collecting waste such as leaves to make manure in my own house offence.
my neighbour complaints what should I do.
will I have to pay fine if complained to authorities.

Just a very simple solution? Ask them to collect the waste and hand over that to you for making manure at your home.

But, the question arises, how could you expect that the experts would suggest you proper solution on your acdemic type of query if you don't give background of the case and the nature of complaint made to whom by you neighbours?

you can collect such waste in your premises provided you can retain the foul smell in your premises.
