Sale of inherited property

We have are of 1 acre 38 guntas of land in Bangalore. The property was in my mother's name and after her death the same was made into myself, my sister and my sister-in-law. Since there were many encroachments and also since I was working away from Bangalore, I had made a GPA in favour of my Brother-in-law.
Subsequently, I found a buyer and an agreement was made around three years back. In the said agreement the buyer had promised the entire transaction will be completed in one year. But though three years have elapsed, he is not showing any interest in getting the property registered. He, I am told has converted the property into plots and has already started selling them.
My query is whether the agreement becomes null and void after 1 year and whether I can issue a legal notice to him and thirdly can i take legal help in issuing an advertisement that any one dealing with the property in question will be doing so in their own risk.
Kindly help by your valued opinion.

it is necessary to go through the agreement entered into with buyer . if sale deed has not been regd how can he sell the plots ? did you hand over possession tho him without receiving full consideration ?
