Residential construction on leased land

Sir,
I would like to know whether there is any law that gives right of owneship to a lessee of a leased land if a vacant land is open for 11 years or more and if the person can construct a residential building upto two floors on that land..if some law is there regarding my query please let me know as soon as possible

Please first indicate who got the land, from whom he got on lease, lease for how many years, what is the original purpose for which the person took the land on lease, what are the conditions contained in the lease etc.
Without knowing this, nobody will be in a position to answer your query. Even if anybody answers, one cannot be sure whether that answer is applicable to your fact situation or not.
