Can a Institute of college award a MBA degree from Foreign University in India. Will it be cheating of students under sec 420 of IPC? If it is without Government permission

Depends upon their affiliation. Better state your own problem and how you are concerned with MBA degree by the institutes/colleges. If not concerned, your academic query does not deserve any further response.

Actually this is a Very Good Query.The MBA degree and Cerificates are being sold by some Fake Universities.Few years back some Ayurvedic and Homeopathy Doctor Certificates were also sold by some Foreign Institutes.The question would be whether those MBAs are Valid.Obviously No and it could be only an addition in their Names.Where as some of the Autonomous universities in India also Issuing Degree Cerificates in Engineering which would be Legally Valid for a Huge Sum.But what would be their Efficiency would be the Question.

The question of the querist is of generic type (not his personal problem) asking, "can a Institute or college award a MBA degree from Foreign University in India," as if all the colleges/ institutions in India, even if affiliated to reputed foreign universities, are issuing fake degrees on their behalf. Naturally, not in general every institute/college would issue fake degrees of foreign universities to be nabbed for defrauding any time, as they have to establish their business not for cheating once a while to run from the site. Moreover, except a few mushrooming institutions with no credentials, others are affilliated to one or the other recognized university or recognized by the AICTE on fulfilling prescribed standards, subject to inspection and verification from time to time. Naturally, it is incumbent on the students to verify the credentials of the institution where they propose to seek admission.
However, if the querist feels that every such college/ institution are issuing fake foreign degress "if it is without Government permission," will he be ready to file cheating cases against all the colleges/ institutions? Although he has edited his original query substituting some part with the text, "If it is without Government permission," but still, can he quote any Government of India's order under which each individual degree should be issued with Government permission.
His question would have been valid had he discussed his own problem, if cheated, or by giving instance of some specific college/ institution issuing fake degrees. That is why, I advised him to state his own problem and also asked him to intimate, how he was concerned with MBA degree by the institutes/colleges. BUT, HE HAS NEITHER COME FORWARD WITH HIS REAL PROBLEM, NOR COULD STATE, HOW HE WAS CONCERNED. Naturally, he has posted only a vague query and we have to weigh how far his query needs be given any leverage.

A vague query devoid of proper details deserving no reply or opinion by experts, further, the author remains silent to answer the questions raised by experts despite passing of four days of posting his query. Hence unfit query for a reply.
