School not issuing tc

Dear Experts,
My relative's daughter has recently cleared 4th Standard from a school registered Gujarat Secondry Education Board. Later we decided to change her school due to lower quality of education in that school. We admitted her in new school now. But the trouble is, previous school is asking to pay 3 months tuition Fee+ Computer Fee+Term Fee for issuing TC. What legal remedies I can get in this matter?
Important facts of the case are,
1) School opened on 8th June, 2015.
2) Child attended the school for 2 days on 12-13 June only then she got admission in other school.
3) We requested for TC through written application on 6th July which accepted and signed by School Principal.
4) But ultimetly he asked for 3 months fee as I mentioned above.

the school authority has no rights to act as of you stated.
just forward a complaint to concern officials., i.e., chief education officer, Inspector of matriculations.,
there is no fruitful actions then you have legal remedies by filing writ petition before your High court.

Thank you very much for the reply Sir. I've one more doubt,
Can the present school suspend the child where she is studying now on the ground of non submission of TC?
Because this process is going to take sufficient time though we have described the issue before current school but they are forcing to submit TC on priority.
Another surprising thing is, they admitted the child on the basis of marksheet and fees only, later on they started to ask for TC submission.
