Contempt of court

During criminal court proceedings the court due to many adjournments, imposed cost on applicant and directed to pay to o.p. but applicant not paid the same. Next time his application also dismissed. How to recover the cost . Whether applicant or his counsel to pay the cost. To whom and how we should demand the cost.

If the complaint is dismissed on non payment of cost then you are awarded with ore than cost.
Forget the cost and enjoy the order.
