Medical reimbursement in haryana

The case pertains to the reimbursement of a medical bill of Rs. 30000 for the treatment of my deceased mother on 13/12/2015.
My father is an ex serviceman withdrawing a monthly pension of 10000 and is alive. I am working as a lecturer with the govt of haryana.
Can i claim the reimbursement of the bill?

You can not claim.

She was dependent of your father, who is an ex-serviceman and entitled for FREE treatment through ECHS Scheme (from all military hospitals and empanelled hospitals) available to all ESM, their spouse and dependent(s) as defined therein.

You cannot claim the amount.
