No way. Unrecorded and unaccounted transactions cannot be treated as a part of any legal business. So, produce the purchase documents or the farmers to get their statements recorded by the police.

Whether Agriculture Marketing Board is working in your state? If so, license from Board is necessary for dealing in agricultural or similar products.
You have dealt in the commodity without proper licenses, police is right.
Discuss with local lawyer and proceed to get the commodity released.

Rajendra ji,
Police is not concerned with the trading license, but about the criminal act of person concerned, like theft, robbery, smuggling, illegal transactions, etc.

A licensee have authority to move agr. products from one place to another and if he had license, related documents would have been with him to prove his ownership.
In absence of information regarding exact case / charges framed by the police, can only guess, not able to advice further.

Dear Shri Rajendra ji,
Even if he has a license to deal with the commodity, but not the necessary purchase documents, he can't move the commodity, as ownership is not proved by license, but by the invoice of purchase or the acknowledgment of payment to the producers in lieu of purchase.
