Sir, I am an officer in Punjab National Bank. Sir, on medical grounds I sought transfer to a place in close proximity to my home town. My head office was kind enough to okay my transfer and it has been notified in our bank's 'HRMS' module in internet, in 11-12-2010. But the local zonal authorities kept that in abeyance and instead issued an administrative transfer order to me to a faraway place, while the previous transfer order was in force. Please let me know the relevant guidelines in this regard and the legal recourse open to me in this regard. Thanks. Himadri Shekhar Bhattacharjee
At fist, meet the competent authority in the Head Office to apprise him about the willful disregard of the orders of the higher authorities by your Zonal Officers, and request him to get the zonal orders canceled and to have you relieved for the original place of transfer in compliance with the original transfer order.
If that effort fails then file a case with the competent court to get the zonal order canceled and your relief for the original place of transfer.

Can you post the guidance offered by the office bearers of your PNB Officer's Association if you had sought their intervention in the matter? Transfer and Placement can never be claimed as a matter of Right as far as Officers' Services Regulations is concerned.
