is forensec dept accepts laminated documents for verification of complaints??

If depends upon the purpose.. I mean its for find out, whether the signature or anything is same or not with one another demo mean its may be possible. Otherwie purpose for find out the finger prints like that mean its not possible.

Basis for any specific doubt?

Why it can't be accepted for the purpose of establishing the relation of the person with the case handling the document? It can be accepted for determining the finger prints, age of the lamination, age of the paper, age of ink when printed, etc. There may be several other reasons to accept the laminated document.

Evidence of crime can be established with reference to any document, whether it is laminated or in original form.
