Maintenence charges by delhi group housing society for vacant flat

I am a member of Delhi group housing soicety and a flat is alloted in my name. I am not living in the flat and the flat is lying vacant since long time. The Society has been charging me for common maintence charges, water charges, electricity and generator/disel charges even though i am neither utilizing nor enjoying these facilities.
My question is , Am i liable to pay these charges. ?
What if I dont pay these charges ?
What are my remedies ?

even if your flat is vacant you are bound to pay common maintenace charges . water charges , common electricity charges .
if you dont pay charges society will take recovery proceedings against you

Yes if your flat is vacant then you are liable to pay maintenance charges such as water tax, electricity charge etc. Otherwise society can proceed against you for recovery

You have to pay charges,
If you don't pay, they can recover from you u/s 101, and can recover dues by auction of your flat.
