Of course, it is a public document, as is issued for the general information of all concerned.

No. This is a personal document of an individual which requires to be proved by way of calling the person issuing it.

But the thing is anyone can have access to it or can have a copy under RTI. Any document issued by a public officer in exercise of his duties as such; must necessarily be a public document.
