Fees collected towards the cost of blank tender forms

Is there any rules or guidelines mentioned in the Purchase Manuals of State & Central Governments departments, on the basis of which the cost of blank tender documents are decided.

No such guidelines. However, to avoid bid by fake tenderers in costly projects, the cost of tender is fixed very high.

if no prices are fixed for tender forms many non serious bidders will collect the forms and not submit any bid

Dear All

I agree that to avoid non serious bidders tender fees are kept high and in some cases it is decided on the total project/purchase cost.
But I feel this itself is contradictory to the basic fundamentals of Tenders because tenders are invited with the sole idea that the Government gets the best product or services at the best price and this can be achieved if more bidders participate .
As far as the seriousness & competence of the bidder is concern this can be assessed during the pre-bid meetings and documents scrutiny.
I am personally of the opinion that the high tender fees are purposely kept to favour few and there should be definite guidelines on the fixation of Blank Tender documents fees.
