Change of land use - haryana

Dear Experts,
Does the 'change of land use' is necessary to convert agricultural land to residential/commercial colony, even if the land is situated out side the controlled area?
The query is particularly for the state of Haryana.

Yes. Change of land use is must in Haryana even if that agricultural land is outside the limit of controlled area.

itf you desrire to use agricultural land for non agricultural purposes you have to obatin permission for conversion
