In a police case, can investigating officer arrest an accused after submission of charge sheet in the court, where one of the named accused is arrested and in jail and other accused are absconding?

Absconding accused's challan is to be filed separately from arrested accused,after absconder's arrest.

Thanks Mr Bansal. if absconding accused is not arrested then what? to evade arrest can the absconding accused approach to the high court after submission of charge sheet against arrested accused.
