Irregularrities in Society Management

Dear Sir,
Our society has been located at Borivali district of Mumbai and registered in 1992.Following irregularities has been carried out in our society since a very long period.
1) No election of the Managing Committee Members has been held since 1998. Only one person(secretary)has been running the society as per his own will without taking care of any rules and laws.
2)Society member has not been given any statement of accounts since 2002-03. No AGM or General Body Meeting has been held since 2003. During 2003, society was having a FD of Rs.20 Lacs app. Thereafter,present financial position is not made known to any members.
3)During 2004, a painting work of the building has been carried out at an app. cost of Rs.15 Lacs withour taking the consent of the General Body of the society.
4) As society has 52 members, as per the Bye-laws, it requires to have a committee of 7 person. However, there is only 2 members in the committee (secretary and treasurer). In bank a/c, the name of the chairman is the name of the person who has sold his flat in 2004 and at present he is even not a member of our society.
5) Now, the secretary is planning to increase the maintenance charges by 50% without the approval of the members.
7) Secretary himself has converted his split parking place in to a storage room with a cement concrete wall.
8)Even, 2 committee members, has not given any indemnity bond as required under Maharashtra Co-op. Sco. Act.
9) Secretary himself behaves as the landlord of the entire building and treats all the members as his tenants without having any care of Bye-Laws, Rules and Laws.
Sir, in light of above condition, please advice on the matter of best possible action against the secretary and the authorities where we can approach for the same.

You can complain to the competent authority under the Societies Registration act.
