unless the nature of the institution is known,it will not be possible toopine because each and every kind of institution has got its own set of rules and regulations for registration.

If partnership, you have to sign partnership deed and register before the Registrar of Firms.
You have to register yourself as dealer under Commercial Tax depaartment

A sole proprietorship requires almost no legal formalities. It can start the day you want it to start. One may even open a bank account on the name of your sole proprietorship concern.
In case you wish to have a trade mark, design and use it as your trade mark. One may even register a Trade Mark with the proper authorities.
The only thing you must take care of is that you have the required licenses specific to your line of business. Since you have not specified the line of consultancy, further advise on the requirements specific to your line of business cannot be suggested.

Along with the requirments suggested by the experts, you have to obtain PAN and register with Service Tax as applicable to your nature of services.
