pssport not recived since one year

i applied for a passport on 23-09-2009 till now i have not received i wrote many letters but it is in vain lastly i approached personally at passport office on 28-09-2010 but even then there is no response from the office side but on 02-10-2010 i recived a notice from passport office to pay a fine of rs 5000/ what is the remedy i have whether i can approach consumer forum or a civil court please suggest me i need passport very urgently

Approach the High Court by way of a writ of mandamus.

Whether it is the first time you applied for passport or it is for renewal of passport or for re-issue of passport.
Please clarify before I could proceed to give a reply or to suggest a way.
