I want to file a P I L in Madras High Court

to issue a direction to POLICE to enforce rules before they are violated by public .

Typically " To instruct Traffic Police to stand before Signals to prevent the same being breached by road users , Instead of as in the present case ,standing in the dark corners , allowing the motorist to break the rule and thereafter catching them and putting fines .This is only to collect huge money /income to Govt,Police . I believe there are targets set for each SI for collecting fines "

Any like minded Advocate interested in preparing the necessary Petition for me ??

If your argument is to be bought, then every inspector of income tax has to be with every assessee to stop him from doing anything wrong; every policeman has to be there with every criminal to stop him from committing the crime; etc.
It is just not possible.
If a traffic rule has been prescribed, it is for the people to follow it, whether or not there is a traffic constable present. If they are not observing the rule, they will be taken to task. How can there be any grievance that too by a person who has not followed the law.

If after following the rules also you are torturing by the officials then you can complaint.
