whether the stay on termination can be made at the time of admission?

Dear Sir,
Kindly inform whether the court can provide stay on termination at the time of admission without hearing from the opposite side?

I saw may high profile people use to get stay at the time of admission but not given to people at low echelon?

In any petition before CAT, SAT or before HC in writ as the case may be, if the party is having prima facie case, the Court can grant stay even without hearing the other side. It is discretionary powers of the Court. However, some time in high profiles cases, the stay are obtained by manuplations, you can not do any thing.This is in our system, we have face it.
