sale deed for flat

i seek advice on sale deed issue.

my builder has taken full sale deed amount at the delivery of flat one year back . and he is not making sale deed with some or other issues. now he is telling that he will not make sale deed till he sales all flats in project.
i have made all payment by cheaque . any thing can be done to solve this issue?

First register your UDS. That is enough. The sale deed for the flat is not necessary.

Since the entire consideration is paid to the satisfaction of the builder send a legal notice for performance of the contract else file a suit for specific performance.

After the coming into force of Consumer Protection Act one need not go through the time consuming process of civil court. Simply file a complaint u/s 12 of the Consumer Protection Act before the consumer forum and see how within few months you get an order for registration.
