Transfer of Immovable Property in Blood Relation

Hello members, i need clarfication regarding charges applicable in case of transfer of immovable property in punjab. Granmother wants to transfer self aquired immovable property in the name of grandson. But as per revenue department offcials property can be transfered in the name of grandson at concessional rate of 3 5% only when his father has expired and during the life time of father such a transfer will not be considered as transfer in blood relation for concessional purpose of 3%. Urgent clarification is required in this regard, can you please quote any notification or provision of legislation in this regard.

I dont know what is the procedure in Punjab in respect of stamp duty.

The grand mother acquired the said property out of her own earnings, she can make a will infavour of her grandson. she will not pay any stamp duty on the will. If the said will registered then she has to pay normal registration fee on the said will.
