your question is not clear.
are you going to make the rti to a particular police station/district or to the state level?
Each level,there would be PIO.
Even if you do not know the names of them,you can address the application to the PIO of concerned local/district/state level.
You may take the postal order depending upon your choice,i.e if at district level,take postal order favouring them if it is state level take a PO at that level.
