When the highest Revenue Court gives a judgment, on what grounds the affected party can approach a civil court?

in the state of tamilnadu

the tenency, revenue land name transfer, legal heirship, arms licence, excise, public peace and maintenance, is decided. the respective acts gives power to revenue courts. aggrieved against the person can file a civil suit/writ as the case may be

It means Civil Courts can sit in judgment over Revenue Courts. Is not the Revenue Rules of the State sacrosanct?
