Indian Railway- Cheating by Ticket giving Person.

hello, in my recent travel through the Indian railway train which is express train left at 9.30am on 03-04-2011, I was taken a ticket of 46rs by giving 50rs for that train. ticket giving person asked me one rupee to give back 5rs but unfortunately I don't have one rupee and I said I have 10rs . So, he said I have no change if one rupee given I can Give you 5rs coin. So, I loose 4rs and this 4 rupees even did not went to government . this 4rs get into his Pocket. I saw this kind of happens Every time I travel . The ticket giving person will say no change and otherwise he will ask for changes if we tried to give other changes he will not accept only he ask one rupee change As it is difficult to have one rupee change. he always ask for that one rupee change only. so, if we not given he don't give changes. So,that reaming rupees get into his pocket. he will do like that for uneducated peoples/farmers/Soft peoples/womens. Upto my knowledge he doing 50rs-100rs per day and per month more than 1500rs plus salary.
May I know how to report this cheating that he doing to government and peoples? and how to stop this cheating to publics ? Thanks in advance.

Well awareness question which is look like a petty issue.. Dear sachin. You are the responsible person to give exact change for avoiding some delay or any quarrels.. Same time everybody can not give exact amount for the ticket fare. So the railway staff also the responsible to keep sufficient changes to repay the passenger. You may forward a written or oral complaint to the station master or any competent officer. If you can prove the issue mean for further remedy you can lodge a consumer complaint before concern forum.

But , that money is not going to Government.
It is going to his pocket.
Many Public's/peoples loosing money ranging from one rupee to upto 5rs.
That person doing this kind of cheating particularly with intention of making money.
he not giving Change even though he has change.

as a authorized person the railway department is responsible to control it's staff from doing so.. so you can proceed..
