Landlord in delhi refused to return security deposit

Hi,
I rented a flat of Mr. Ujjal singh Lucky C-22, sri radha apartment, sector 9, dwarka, new Delhi in April 2010 and paid Rs. 26,000 as security deposit.
Later, I gave a notice of one month to vacate in October 2010. paid all the society charges etc.
Landlord came to delhi from bathinda and collected all the receipts and keys.
I had to return him three house keys and a LPG gas pipe, after which he promised to return the security deposit.
I sent him the house keys and gas pipe through courier. it was received. he is not taking my phone calls and messages now.
He has refused to pay back Rs 26000 security deposit and is not talking now.
please help me

issue legal notice to landlord . what were the clauses in agreement as to return of security deposit .? you can file a recovery suit against landlord

A mistake already committed since you should have adjusted yhe amount towards rent in last periods before vacating the premises.
you can now file a recovery suit against
landlord as suggested by Mr.A.sethi on basis of tenancy agreement but a notice before that claiming interest on deposit is also advisable since tenancy agreement,hope fully would be silent and in absence of agreement court will not award interest to you for period lapsing before suit.
