under consumer protection

I purchased a blezer(OVER COAT) of 3200rs and returned it next day to shop keeper, and he checked it to conform that, it was not used and he was satisfied, than i purchased a shirt a trousers that costs 2800rs,,,but now shop keeper not returning me the balance 400rs...so i want to ask that can i file case under consumer form.

if you have invoice or bill then file a consumer case against him

yes, if you having invoice of your first buy, than you should have to file a case against hin in consumer forum.

with concern documents/bills of transaction, you can proceed for consumer form.

Normally the shopkeepers wont give any refund, they will allow you to buy any item for rs.400/.
