Mental retarded person whether suit or succession op filed before the district court

please give clarification either we have file guardian op or file suit for alienation of the property of the mental retarded person before the district court or any other courts

The suit can be filed either by the court appointed guardian or his next friend.

The suit can be filed on behalf of mentally
retarded person as next friend and guardianship appoint order can for purposes of the suit can be passed by the court in which suit would be filed.

For other properties and for person guardianship separate application can be filled before District Judge under Guardians and Wards Act,but file it after filing of suit.
