dear expert my sister has to argue a below case in the mood court of college

Mr ram and sohan are in love and in a relationship they seek to marry under the special marriage act approach the registrar of marriages. the registrar of thane refuses to register their marriage. mr ram and sohan file a writ petition in the high court challenging the refusal argue the case

refer I.P.C,Special marriage Act, Constitution of india ,Human Rights

please give me some points to argue is there any case law
