Rti, reopening of case & pil

A warrant was issued against X, sometime in the year 1993 to 1996 (Date not sure). X was charged against Transport Corruption matter in collusion with the RTO dept. & the case was put in hands of an IPS officer Y, (whose tenure was also in between the above year, not sure). Concerned thana is also not sure, only the details of the accused person are there.
Now if I move RTI letter to collect information what addressee should I mention apart from the PIO, & to which dept. Shall I move an application of RTI to DM or Police Commissioner of the city regarding the current position of the case?
Can a PIL be filed against the above accused X and his other partners who are still grabbing the govt. money/revenue in collusion with the RTO dept. personnel? Can a FIR which was filed against the X be reopened, if the matter had been closed under what provision?
