Opening of sealed quotation

Sir,
I am working working in a PSU. We had called sealed quotations from known contractors to perform some work. The sealed quotations were opened by committee of three members. Whether is it compulsory to call the participants ? Please clarify

it would have been advisable to openn bids in presence of bidders to avoid any allegations later of tampering with the quotes

since you are a PSU detailed terms and conditions of tender must have been laid down . it must have specified that bids will be opened in presense of bidders or their representatives on such date

To me, it seems you are not related to the concerned unit of the PSU, which floated the tender and you may perhaps be posting repeated query just to get answer of your taste to use against some of your adversary in the organisation. But sorry to point out, repeated queries may not help you against the prescribed tendering rules and process.
