Marriage certificate

Sir,
For getting a marriage certificate from the local ward office,one of the document required is "Ration card".
Currently due to some family problems,my brother is refusing me the Original Ration card,however i have some photocopies available with me.
Pl advice how to tackle the issue.

if you have passport you may not need ration card

there is many address proof, as Driving License, Passport, Voter ID card, Aadhar card, bank Statement (nationalize Bank).
